From a tech standpoint, what are countries doing to prepare for the possibility of future malicious cuts? Is there a minimum viable number of links that matter before things would get really bad? What does 'really bad' actually look like?

Yes, it's a possible reading of events and makes more sense than Russia bothering with such insignificant targets, if they even have that capability.
Escalate the Ukraine war by allowing use of long range missiles to attack Russia, then a bunch of accusations and scaremongering about hybrid warfare and whatever in the press to prime everyone for more.
Someone appears to want some decisive progress, or just to turn up the heat in Ukraine, before Trump comes in and tries to freeze it.

I don't know if HN is so wrapped up in the press' two minutes of hate toward Russia, that they can't imagine that their own governments are very likely involved in all kinds of dirty tricks too.

But it seems clear to me that, in this last few weeks of the Biden administration, the US approach toward Ukraine has changed, by allowing use of long range missiles to attack Russia itself.
It's not just a routine thing, it's a very clear, and clearly understood escalation, and you have to ask, why now?
Trump has bloviated that he'll finish the war in a day. How can he possibly? The only realistic way, as many pundits have pointed out, is to negotiate both parties to freeze the war. Russia would likely be quite receptive to that, Ukraine would have no choice, on pain of US military support being withdrawn.
Given that, it seems quite logical to me that Biden (or more likely military hawks 'advising' him) might be stirring things up, either to make a freeze obviously undesirable, or impossible.
As for the baltic sea infrastructure, I see no evidence of Russian sabotage in the past, but plenty of capability, opportunity, and motive for the US in particular. And immediately and loudly blaming Russia for it, would be exactly the right behavior to divert suspicion. Yes, that could be labelled conspiracy, but it is also quite logical and entirely possible
This latest cable thing is more than likely accidental if you ask me. But if there is evidence that it is deliberate, unless there is substantial evidence indicating who is to blame, I will not be joining the crowd shrieking and pointing their finger at Russia.

Many things seem clear to me. One thing that seems clear to me is that many things appear unclear to many people on HN.

In the comment section of another article about the situation of the German economy, there were also few mentions of "NordStream" and "Russian gas," which also "seem clear to me."
Scenes like these remind me of Bernard's line in West World, "Doesn't look like anything to me."
I couched it tentatively, but it doesn't just 'seem' clear to me, it's plainly obvious that things are different this week compared to a couple of weeks ago wrt US-Ukraine.
And HN are some of the smartest people online, so it can't be that no-one else has had these same ideas. Maybe it's a case of lies so outrageous and in your face that most people can't see them.
