He couldn't care less because he knows he's above the law, and the working definition of "immigrant" is about to become very flexible and context-dependent.
Flexible, context-dependent definitions are indeed an issue here.
For example, I'm thinking there's a 75% chance that Trump tires of Musk in the next 24 months. Possibly because Tesla gets hurt by the tariffs and Musk stops being rich enough to be interesting, but there are many other pathways to get to that guestimate of 75%.
