Not to defend Trump but I think what he meant was "no wind farms to speak of". Meaning that they're not investing heavily in wind, but rather in solar and existing coal.
What he's wrong about is that they're not starting to invest in wind, they most certainly are!
China is deploying more renewables than the rest of the world combined.
Something to keep an eye on is leveraging their refining capacity like they did rare earths.
